Here is the concept for this Character

This character represents decades of genetically modifying and cross breeding of several marine animals.
It was made from a single person who would be described as something of a mad scientist, however, no one takes him seriously because all of his creations turn out to be very harmless. Once this creature was finally considered a success, he engineered a water tank to allow it to walk on land. after realizing that this creation was pretty harmless with most of its threatening parts inside the tank, the scientist just chained it up in his yard, where it now resides as guard dog.
